The Chief Minister’s Atmanirbhar Asom Abhijan 2023 is a forward-thinking initiative introduced by Assam’s current Chief Minister. This scheme aims to offer financial assistance and collateral-free loans to support the establishment of various new entrepreneurial ventures. The Chief Minister’s Atmanirbhar Asom Abhijan (CMAAA) is specifically designed to benefit numerous unemployed youths in the state.

In a bid to encourage entrepreneurship among the youth of Assam, Government of Assam led by Chief Minister Dr. Himanta Biswa Sarma has announced a new scheme during the cabinet meeting held on 12th September 2023. The name of the scheme is Mukhyamantrir Atmanirbhar Asom Abhijan. Atmanirbhar Asom is basically an initiative to support the budding youth in their entrepreneurial journey through robust monetary and policy support. 
 
The "Chief Minister's Atmanirbhar Asom Abhijan 2023" is a visionary initiative aimed at addressing the issue of unemployment and fostering inclusive progress in the state. By empowering the youth with self-employment opportunities and seeking collaboration from various stakeholders, the government is taking a significant step towards building a more self-reliant and prosperous Assam. This holistic approach not only benefits individuals but also contributes to the overall socio-economic development of the state, creating a brighter future for all its residents.

Through this scheme, 2 lakh eligible beneficiaries are to be targeted over the next 2 years - 1 lakh in FY 2023-24 and 1 lakh in FY 2024-25. In this article, we will discuss all aspects of Atmanirbhar Asom 2023 scheme.

Eligibility Criteria of Atmanirbhar Scheme

Residentship: Applicants must be permanent residents of Assam.

Age Limit: The applicant’s age should be between 28 years and 40 years as of 1st April 2023.

Age Relaxation: Upper age relaxation will be 3 years for OBC, SC and ST candidates.

Educational Qualification: To be eligible for this scheme, applicants must have a minimum qualification of passing Class 10. Candidates from the OBC, SC, and ST communities must have completed at least up to Class 10 to meet the eligibility criteria for this scheme.

Skill Qualification: Applicants should possess the necessary skills and knowledge, such as those acquired through ITI or Diploma programs, to engage in income-generating activities.

Bank Account: The applicants should have a bank account, which has been opened before 31st December 2023.

Loan Defaults: The applicant should have not defaulted on any loan taken from Co-operative and Nationalized Bank in the past.

Government Service: Applicants should not come from families with government service holders or pensioners.

Income: Only candidates falling under the BPL category are eligible.

Family: Only one member per family is eligible for this scheme.

Employment Exchange: The applicant must have valid registration in the Employment Exchange.

How to Apply for Atmanirbhar Assam Scheme?

Interested and eligible youths may apply online for availing benefits of these scheme once the official portal goes live. As per information received, the online portal will start receiving applications from 23rd September onwards. Applicants may follow below mentioned steps to apply online for Mukhyamantrir Atmanirbhar Asom Abhijan. 
 
Basically, there are two stages of application submission process of this Mukhyamantrir Atmanirbhar Asom Abhijan -
 
1. Registration and
2. Application.

❖ Only the registered applicants are eligible for applying for the Scheme “Chief Minister's Atmanirbhar Asom Abhijan”.

❖ The registered applicant needs to click the Login / Apply Now tab provided at the Home Page then provide registered mobile no. and Password/OTP for login in.

❖ To apply in "Chief Minister's Atmanirbhar Asom Abhijan", registered applicants need to click the “Apply for Scheme” option.

❖ Registered applicants have to fill up all the necessary details, upload required documents as applicable.

❖ Registered applicants have to upload the project report based on the selected Sector/Sub-Sector.

❖ After successful submission an acknowledgement slip is generated along with a reference number, with the help of which a registered applicant can track the status of the application. An SMS and Email is being sent to the applicant.

❖ A registered applicant can view and track the status of the application by clicking the Track button and entering the applicant's application reference no.

❖ If the applicant is found eligible the same will be notified to the applicant over SMS and Email.

Applicants need following documents to complete the online registration process of the Chief Minister's Atmanirbhar Asom Abhijan. Hence, all are requested to keep these documents ready during the registration process.

Objectives of Chief Minister's Atmanirbhar Asom Abhijan

Under this initiative, the government is taking the inaugural step to lay the foundation for a brighter future. The key objective is to enable unemployed youth to become self-reliant by providing them with the necessary resources, guidance, and support. This includes training programs, financial assistance, and access to markets.

The government has outlined various components and strategies to achieve the objectives of Mukhyamantrir Atmanirbhar Asom Abhijan. These include: 
 
✓ To provide / facilitate self - employment to all categories of educated Youth through suitable mechanism.
✓ To create entrepreneur-oriented ecosystem in the state of Assam.
✓ To generate employment opportunities in rural and urban areas through through setting up of new ventures as well as growing existing ventures.
✓ To provide financial assistance to enterprising individuals and groups to undertake new economic activities or expand their existing enterprises.
✓ To strengthen the State Government's special focus on rural economy.

Salient Features of Atmanirbhar Asom Scheme

Atmanirbhar Asom Scheme itself is going to be one of its kind initiative of Govt. of Assam, as it will generate employment opportunities through the setting up of new entrepreneurial ventures. The scheme seeks to encourage self-income opportunities by promoting micro-entrepreneur youths of BPL families and low-income households.

Here is a list of salient features of Atmanirbhar Asom Scheme:

1. Beneficiary Coverage

Atmanirbhar Asom Scheme aims to cover 2 lakh eligible beneficiaries over the next 2 years. Accordingly, 1 lakh youth will be targeted during FY 2023-24 and rest 1 lakh will be targeted in FY 2024-25.

2. Financial Assistance

Financial assistance shall be a combination of Government grant plus interest-free Government loan to be repaid after 5 years to establish micro-enterprise/ service units. The beneficiaries, as per their eligibility will receive 2 lakh or 5 lakh in two installments. 

3. Skill Based Training

Selected beneficiaries will have to undergo 1-month training in selected educational/ skill training institutions for enhancing entrepreneurship, management and accounting skills. During this period, Rs 10,000 shall be granted as stipend to participating beneficiaries.

Skill Enhancement

To ensure the success of the Chief Minister’s Atmanirbhar Asom Abhijan, selected beneficiaries will undergo a one-month training program. This training, conducted in collaboration with selected educational and skill training institutions, will focus on enhancing critical skills such as entrepreneurship, management, and accounting. In recognition of their commitment, trainees will receive a stipend of ₹10,000 during the training period. This investment in skill development is expected to empower beneficiaries with the knowledge and expertise required to run their businesses efficiently.

To streamline the process, a dedicated portal for registration was launched on 23rd September 2023. This portal serves as the central hub for interested individuals to provide their details and ascertain eligibility for the program.
